圖書資訊學概論 10/18 (Peter3)

Peter老師的第三個講題:Information Policy。

Perceptions of the nature & roles of information have an impact on information policies:
1. Information as a resource
2. Information as a commodity
3. Information as perception
4. Information as a constitutive force in society (Braman, 1989)


Information policy Definitions:
"the set of all public laws, regulations & policies that encourage, discourage or regulate the creation, use, storage & communication of information" (Weingarten, 1989).

Information policy can include regulation (via prescription & proscription) of information at all stages of the information lifecycle.


Library Information Policy Purpose:
1. Guide daily operation of the library
2. Provide a decision making regimen for library staff
3. Help ensure high-quality library service
4. Ensure wise use of library resources
5. Provide fair treatment of library staff & library users
6. Enable transparency


Effective library policies must:
1. Comply with legal framework in which the library operates
2. Be reasonable (including penalties)
3. Be clear (not ambiguous or vague)
4. Be applied without discrimination
